NCUI has established an expert group on the social, ethical, and legal aspects of AI

The National Center for Artificial Intelligence (NCUI) has established an Expert Group on the Social Implications, Ethical, and Legal Aspects of Artificial Intelligence, which will bring together experts from the fields of technology, social sciences, the humanities, and law. Its goal is to support interdisciplinary collaboration in the research, development, and implementation of artificial intelligence and to strengthen the connection between research and the needs of public administration, industry, and other users of research results.
Interdisciplinary Platform for Responsible AI
“The expert group brings together specialists from the fields of AI, law, medicine, ethics, the social sciences, and public policy. Its goal is to provide methodological support to research teams, prepare expert recommendations, and help ensure that the development and use of artificial intelligence proceeds in accordance with legal, ethical, and societal requirements,” says the expert group’s coordinator, Michal Trčka from CIIRC CTU.
The founding members of the group involved in the NCUI project are:
- Assoc. Prof. MUDr. Marián Hajdúch, Ph.D., who, as head of the Institute of Molecular and Translational Medicine at the Faculty of Medicine, Palacký University Olomouc, brings to the institute his experience in the fields of molecular and translational medicine, biomedical research, technology transfer, and collaboration between research and public policy,
- Prof. Vladimír Smejkal, a specialist in the legal aspects of artificial intelligence and digital regulation at CIIRC, Czech Technical University in Prague,
- Mgr. Michal Trčka, Ph.D., an expert in technology ethics and participatory governance, also at CIIRC CTU,
- Ing. Luboš Král, Ph.D., an expert in machine learning, applied research, and the transfer of research results into practice, AIC FEL CTU,
- JUDr. Martina Šmuclerová, Ph.D., DEA, an expert in public international law, human rights, and international security law with many years of experience in academia and international institutions, AIC FEL CTU.
The expert group is further complemented by invited experts from partner institutions, including Mgr. Juraj Hvorecký, Ph.D., from the Center for Environmental and Technological Ethics – Prague (CETE-P) at the Institute of Philosophy of the Czech Academy of Sciences, and Mgr. Marcela Linková, Ph.D., head of the National Contact Center – Gender and Science at the Institute of Sociology of the Czech Academy of Sciences.
Supporting the Responsible Development of Artificial Intelligence
The establishment of this expert group is part of the activities of Science for Policy and the integration of social sciences, humanities, and arts (SHUV) within the NCUI project. The group will prepare case studies focused on the use of AI in medicine, robotics, and public administration; contribute to the interpretation of European and Czech legislation; and participate in the preparation of expert recommendations, policy briefs, and background materials for public administration decision-making. At the same time, it will monitor the development of European strategies, ethical guidelines, and regulatory frameworks in the field of artificial intelligence and apply this knowledge to the project’s implementation and the preparation of its outputs.
